The key points of our collaboration
– The responsibility of a proposed project is in the hands of the corresponding African District
– The demand of an assistance must be established by the Africans.
– The fellow-lions of Africa have to find out a serious, independent and professionally working local partner.
– The monitoring of the project is a duty of the African Lions.
– An analysis must be established about the demography, population, primary health situation income of the people and their need and especially about the financing of the following costs.
– In case of a construction-project a suitable plot of land must be available.
– It must be stated, if sufficient trained staff is available.
– Who will have the entire responsibility of the project and who will manage the necessary tender?
– Coordination with the relevant ministries and other organisations.
– Preparation of appropriate drawings.
– Management of the project.
– Establishing of a finance-plan including the contribution of the African District.
– After completion of the project a settlement is to send to all partners.
After this preliminary work, the Euro-Africa-Committee is to be informed by an official project proposal. The Committee will play a role as an agency and will ask the European Districts for financial help. E.A.C. is aiming to a real partnership and not to a sponsorship.
The charts presented in September 2002 at the Euroforum in Brussels, give a good illustration about the Role of the Euro-Africa-Committee and about its Cooperation Procedure. (refer to section: Criteria of Partnership).
E.A.C. looks now forward to a good cooperation with all African Districts.
